What is the Portable License Utility?

    Where can I find info on what this feature exactly does? I've never used it before but I'm curious as to what it is.

    It's used in some product versions to move a standalone license from one PC
    to another. If you have it installed, just launch it and click "Help" in
    any dialog. If you don't have it, don't worry about it.

    There have been several different license utilities released over the years,
    in various product versions.
