Is there a way to insert a transparent watermark in the background of a
drawing? I'm trying to insert the phrase "Property of ___".

Change text color to white, or off-white if you want it to be visible.
Put text on a different layer and turn the layer off.

If you have a HP printer, there is a fuction to insert a standard or custom
    watermark, in the printers settings.
