Viewport standard scales - ACAD 2004LT

Is it possible to customise the list of "standard" scales, which do
not relate to a metric environment?

I believe this is straightforward in AutoCAD full version, but am not
sure about LT - I tried the mnu file shown below, adapted from an old
post by Noel Donagh relating to ACAD 2002, but I couldn't get it to
    work

    ----

I am also having trouble selecting the viewport, in order to lock the
viewport scale (from "properties"). It is not a problem in drawings I
create from scratch, but drawings created by others (eg in an earlier
version) do not always allow me to select the invisible border of the
viewport, even after I resave them in 2004LT file format.
I normally "select all" from paper space and then scroll through the
list at the top of "Properties" in order to isolate the viewport.
("Help" wrongly states that the viewport properties will come up
simply by double clicking within the viewport)
I don't understand why the viewport boundary can be hidden, when there
    are no hidden layers

    TIA
