has anyone used Solidworks as a 2D editor? taking existing 2D drawings
and making design or EC changes?

Swx comes with DWGEditor, which is a Autocad look-alike for when you have to
make changes on dwg files. Personally, I'm quicker with Autocad in the
event I have to make a dwg change on an older print, as I have acad commands
permanently engrained in my cerebellum from years of use in the early 90's
and was used to it's functionality. But to make minor changes, DWGeditor is
OK if your not used to something else and/or something else isn't available.
I would NEVER use SWx itself to modify a dwg file, even if you paid
me...(ok, maybe yes - but it'd have to be alot!). It does technically have
to the ability to make your changes, but you'd soon rather have go back to a
T-square, triangles, electric erasers and ink sets...

Yes. Recently I did a schematic for some automation at work. I used
blocks extensively. It was all done in drawing mode and it worked well.

What I have found with ACAD files edited in SW drawing mode is that
performance can really be downgraded. Add to that the way some entities
come into SW and it probably isn't the best choice. But then DWGEditor
    has issue too.

Making changes to SW based drawings in 2D mode makes no sense at all.
