Let me see If I get the right steps down:

First create you own user arrow (like a triangle or something) in a new drawing on layer 0 (draw to a scale that looks right).

    Then block it (named arrow).

Then from the dimension style use standard or any style, modify,
    line and arrows (tab),
    under arrowheads,
    leaders:
    user arrows...(choose arrow)
    set current, close.

Then command: Leader (pick your points and text etc.)

Then change the text and leader to layer (s-arrow, color 2)

Then block it again (text and leader, name it xplan) pick point and select object. (this is where you can also xref also)

Then set the layer to 0.
Insert the block "xplan" (or xref the dwg "xplan"), pick the point, scale ,etc.

Then turn off the layer "s-arrow" (not freeze) (or xref layer xplan|s-arrow).

Now setup to plot with a preview, what do you see?

Very interesting...I tried this on one of my own drawings, and when I went
to plot preview, I could see *all* the leaders, even though their layer was
off. None of the arrowheads showed up, though -- *except* for the custom
ones. Still not supposed to work that way, though -- anybody know if this is
    a documented bug yet?
