I wondered if it is possible to put all the toolbars i use in a frame
and toggle it on and off[hide it below the drawing].
I started using autocad on a laptop with a 12" screen and having the
drawing window as large as poss' is good.
I can pull the toolbars from the edges[undock] and maximise the
drawing window but the only way to keep the drawing on top, that i can
find, is to shut the toolbars.

Not sure about 2004, but 2005 has a command to clear the screen of
everything but the drawing. View menu > Clean Screen

Correction: Clean Screen turns off display of all toolbars and palettes.
Menu, status bar, and command line remain.

  4. The second best reason to get to know the command line interface.

  5. Not directly. In full AutoCad you could create a lisp command using the
-TOOLBAR command. See Help for the Toolbar command. You can select All
and Hide to turn all toolbars off, but you'll need to create a lisp or
diesel routine to turn them back on -- using the All option and Show
turns on every toolbar that exists in your menus, so you'll have to turn
them on one at a time. It may take some work to get the toolbars to
    reappear where you want them.
