Tool Tips Message Length

    Is there anyway to programmatically change the maximum length of a popup tooltips box so that the entire message is displayed, instead of truncating long ones with a bunch of "...." in the middle?
    I am mainly concerned with the tooltips that popup when using hyperlinks.
