  1. I know this is probably asking for trouble, but does anyone know of any
documentation on the TLF file format, thanks in advance

Sure. If you've purchased the appropriate Cadence software,
you'll have the documentation on the installation CDROM.

Press the CDSDoc SEARCH button for the book titled:
    Timing Library Format Reference Manual

Even if you haven't purchased the right software, you'll
still have the documentation available to you.

    I just l@@ked on Sourcelink.Cadence.COM to find it's right
there, at your fingertips ... you don't even have to load
the software (it took me less time to find TLF docs than it
took for me to write this courtesy reply to you ...).

I would send it to you if you posted a real business address,
but, since you've used a non-business address (apparently),
    I will refrain further.

But, you can find it yourself in less time than it takes
to read this reply. Here's the URL:

    https://sourcelink.cadence.com/docs/files/Release_Info/spr50/ct_tlfref/ct_tlfrefTOC.html
    What could be easier?

Does that TLF reference manual miss something you need?

    In that TLF reference manual:
Timing Library Format Reference, Product Version 4.4.USR5
    are chapters titled:
    Introducing the Timing Library Format
    Delay Calculation Concepts
Lexical Conventions and Data Types in TLF
    TLF File Structure
    TLF Statements
    Logic Block Templates
    Examples
    TLF File Utilities
    Units in TLF
    Developing TLF for (various tools)
    etc.

I'm not intimating this document covers everything on earth
about TLF; but, you didn't ask for anything specific about TLF.

What further "documentation on the TLF file format" do you need?
