    Setting up final viewports and layouts is done late in the project, long
    after the first couple of major design changes. Typically, we work in
    TILEMODE=1, with multiple viewports on the 3D models, XREFing other
    discipline models back and forth, hammering out clearances and such until
    the engineering is given it's final check. Only then, do we change TILEMODE
    to 0 and begin to setup viewports and annotation.
    We have the layout defined, along with plot setups borders, std notes and
    such in the template, so that gives us a leg up on that end.
