    Darsh,

This isn't a very good application for Solidworks. Most "civil engineering"
programs, like Bently and Autocad civil, use polygon meshes to represent
terrain. Solidworks can only generate true mathematical surfaces and solids.
All objects are resolved to the same, extremely accurate, resolution, so
very large (mathematically complex) objects aren't practical.

If you wanted to try it you'd probably have to write a custom application,
or macro, that created planer faces at each elevation, and lofted a surface
    between them.
