Tags in SE and J act different

    Hello;
    When using MicroStation SE I place a cell that has tags.
    I then drop the cell and make changes. I then create a new cell
    and it all works. In SE when I drop the cell the tags stay as tags.
    But in MicroStation J when I drop the cell the tags become text.

    Am I missing a setting or has the tags been changed
