setting problem for a command "edg"

    When I type in "edg 11se.dgn" on my computer, I'll get this:

    h:\>c:\win32app\ustation\edg\edg
    Enter Design File name:

    However if I type c:\win32app\ustation\edg\edg 11.dgn, I'll get this:

    Edit Graphics -- version 05.07.01.22 Windows x86
    2D Design file<h:\11se.dgn>

    1 (9) Design File Header Level = 8

    I think I used to be able to just type "edg" and a "dgn file name".
    Our site.cfg has this line: MS_EDG = $(MSADMIN)/edg/.

    Any ideas? TIA
