Is there any file that a new SW 2007 file can be saved and brought up
in SW 2005 or other earlier year? DXF,STEP, etc.

  2. STEP, IGS, etc are all dumb solids so they can be opened by an older swx
version, as well as other cad packages.
Dumb solids means you can't access the features that created the solid.

  3. As Bill said, any file format you save it in will only get you a dumb solid.
The best format is usually Parasolid, since that is the native SolidWorks
format and there are less translation problems. If the people running SW2005
have FeatureWorks, they can try to rebuild the feature tree, but it can be a
lot of work and doesn't do a good job on tricky stuff like swoopy shapes.

You might need to save as an older version of Parasolids, one that SW05 can
    read.

If the part isn't overly complex, you can save your 2007 part as an
IGES or parasolid (recommended) as dumb models. Then, if you need to
restore the feature tree, use FeatureWorks. Start with superfacial
features first, like drafts and fillets, and work towards the base
    features next.
