To edit an existing hatch or change the number of places for an
existing dimension, I used to select the dimension or hatch and then
RMB to open the menu to make these changes.

For some reason, I can't do this anymore. After making the selection,
    nothing happens when I RMB.

Can someone help me with this problem?

    Thank You

    I'm no autocad expert.
To hatch you should be able to highlight the hatch>right click>hatch
edit <this is in Acad LT> I believe it's the same in or very simliar in
full Acad. OR you can double click the hatch and it will bring up the
    hatch edit dialog.
For dimension changes, you should, I believe change the dimension
style. In Acad LT, you can right click and change the precision.

Be sure to highlight the entity you want to edit first.
