How do I get a radial dimension to go through the center mark of an
arc with the arrow pointing to the arc?

Everytime I try it, it dimensions to the diameter, not going through
the center mark. I want it to dimension through the center mark, to
    the arc.
It does dimension to the arc if I am on one side of the arc, but when
I rotate the dimension 180deg, the arrow points to the diameter from
outside the diameter circle. I press the arrow, and the arrow changes
from outside the diameter, to the arrow pointing from the center mark
to the outside diameter, but is pointing the wrong way. I want to to
    point to the arc.

Have you tried this: Open the dimension's properties and toggle "dimension
    to inside of arc"?
