Publish losing second layout

A couple weeks a go I set up a new computer with Windows XP and SP-2. I installed all the printers I use, and created pc3 files for each printer.

I have been printing to all the printers except the HP800. I can pick a layout and use plot and everything works. I use publish to set up a .dsd. When I publish 1 set (1 copy of 2 layouts), I get what I wanted. The problem is when I try to print multiple sets. I always get the first sheet in the set. Sometimes the second sheet is lost, gone, doesn't print. Sometimes I get bits and pieces of the second sheet. Every once and a while I get the second sheet the way it should be. Even a blind squirrel finds a nut now and then.

I have tried deleting my pc3 file and remaking it. I have tried installing the printer from scratch. I have the most current driver. I am lost.
