Within an architectural context, I can't really think of an instance
where it would be beneficial to set PSLTSCALE to 1, unless two
viewports on the same layout had vastly differing scales, or the
viewports were required to comply precisely with some kind of legend.
    Any thoughts?

  2. Before "layouts" there was paperspace, where such situations happened all
the time. Even now you may want dash length to be consistent from page to
page, depending on how fussy you are.
