If the majority or all of our plots are either straight from autocad -
or pdf files created by autocad or another "cad" type program - do we
need to purchase a postrcipt plotter? What would be the deciding
factor in needing a postcript plotter?

Hell no. PDF doesn't need postscript on a printer to print, and autocad
doesn't need postscript to plot. (Plotting is not what it used to be, it
really is only printing on a larger sheet, unlike the days of pen
plotters that literally drew the same way a draftsman would, one line at
    a time)
