Using polar tracking with the object snap tracking to start a new line or
    other object I
am having the following problem. When I set the polar tracking option to
    "track orthogonally" it works just
fine. When I turn try to use the "any angle" option, it tracks from the last
point that I picked on screen not the otrack point. I have double checked
    all the settings that I
can think of and nothing seems to correct the problem.

Please help, I need to get this resolved.

And you're not hitting Enter before picking your starting point, right? (which starts your line from the LASTPOINT value, regardless of OTRACK and POLAR settings).
