We currently have an Oce' 9400, scanner and Reprodesk and I am getting to
the point where I want to throw it out the door. We have had problem after
problem with it and they are just annoying.

Here is what we are needing. Something that we can plot to from AutoCAD
that is reliable and somewhat fast. I'm not looking for a high end. Also
what is needed is a way to copy plans and scan to file. Some type of
program that is used to make sets of plans would also be beneficial. Any
    help would be appreciated.

Our plots are fine in RD, plotting VIC files.

It's little things that are just pissing me off. We run alot of sheets that
have ariel photos and the rollers get dirty then mess up all the other
sheets and need cleaned. Portions of the sheets are sometimes light,
margins are different on plots even though in Cad they are the same.
Service is coming from Kansas City and can usually not be here the same day
unless a problem arises early in the morning. We've just had alot of other
problems with the company that are screwing things up.

Are plots are mainly all civil; water, sewer, tanks, etc.

your problems are RD related, just set up the 9400 as a printer, and use it.
However, if the problems are hardware related, I reccomend thowing things
out windows, rather than doors - you get a much more satisfying crash sound.
AS far as replacements, there are a lot of choices. Give us all some more
details about what the problems are, and what your goals are - including a
description of what you are plotting (Architectural work, MEP Engineering,
    Civil, what?)

Well you are going to always have the problems of the rollers getting dirty.
That is just a fact of life. We run TDS 400 and TDS 600 machines. In my
opinion once you can get them calibrated they are great. We have a 3rd party
that takes care of service and they have not been doing the best of jobs
with the service is where my only complaint comes in. But if you can get a
true OCE tech to work on the machine then you should not have much of a
problem. I definitely say print directly to the printer instead of going
through RD. If you setup a PC3 file for the plotter you should be able to
configure that thing so everything would come out beautiful.
