PDF as an archiving tool

We've thought about creating pdf archives for recording drawing
revision history where each revision would be merged as another page
to the pdf file. We don't have a copy of Acrobat and never realized
until looking at pricing that they don't seem to offer a network
version, but require a separate purchase for each computer. Buying
one or two copies is do-able, but we'd really need five and that's a
little steep for this economy (especially the large-format Pro
    version).

I know there are many other programs available besides Acrobat 6, but
I can't find much information about the most important function (to
us): merging one pdf file into another existing pdf file. Plus, I'm a
little leery about the full functionality of non-Acrobat programs (and
their output) if we ever try to use other features such as digital
    signing for drawing approvals.

I'm hoping to find out about how others have approached this use of
pdf files and what problems they ran into - especially using non-Adobe
solutions - such as large format (C, D, E-size) drawings, line
    weights, colors, etc.
