Paper drawing to 3D CAD (STL)

G'day guys,

is there anyone out there who would be willing to produce a 3D CAD
model (in STL format) from a paper design at a reasonable price?

There are some online services but upwards of $50 per hour.

What I'm looking at having produced (if anyone is familiar with this)
is a 3D model of a railway carriage in 1/87th scale for small run
injection molding purposes.

He has a number of different railway cars created in SolidWorks, and he
can probably scale what he has to suit and give you an STL file. Why
recreate the wheel, unless you absolutely have to have the car precisely
as you have drawn? (And he may be willing/able to give you that also.)
I'd do it for you for not much if any money, but I've got plenty to do
right now (paying work).
