paper background without limits changes

Is there any way to open legacy drawings with paper background on or with
margins on and not have the lpaper-space imits change, and/or switch to
paper background or turn on margins in a drawing that is currently open
    without the paper-space limits changing.

I have searched extensively and have not been able to find a reasonable
    answer.

    Thanks in advance

In the past I typically had D size drawing with the viewport set at
3/8",1/4" to 33 3/4",23 1/2" to account for the margins on most if not all
    plotters/printers. I then kept my paper-space limits at 0,0 to 36,24 to
represent the paper size. When I turn on the margins or PS background these
limits change automatically, or when I have the margins or PS background on
when I open a drawing created with them off the limits automatically change.

My question is can this automatic behavior be change or turned off.

I have noticed when the limits have been automatically changed in a drawing
I can turn of the margins and/or PS background and change the PS limits back
to where I want them, then turn margins and PS background back on and the
limits do not change? This procedure would obviously be ridiculous to apply
    to any quantity of drawings.

Thanks for any help you can give.

I am not changing devices. I am opening existing drawings with the limits
set at 0,0 to 36,24. The option that ACaD is set to paper-background or
margins display on, determines if the limits change automatically regardless
of the device selected. Some drawings are r14 and don't even have a device
selected. When ACaD is set to paper-background or margins off, the drawings
limits do not change. I want to know if there is a way to turn this
automatic limits change with paper-background and margins display on.

Printing to layout is determined by paper-background & margins on as well.
The limits option in plot no longer is available, unless you turn the
display paper background and margin display off. Also you cannot change the
limits in paper space with the margin or paper background display on. You
have to turn them of then change limits.
