I am creating a new layout. When I try to insert a block on that layout, the page setup dialogue box pops up. Is there anyway to stop it? Or is there a different way to insert a block on a layout without making it the current layout?

It has nothing to do with the block. When you create a new layout, the
dialog is asking for infor for the new layout. You can disable it in
Options>Display tab>uncheck "Show page setup dialog for new layouts".

Can this be disabled in code so my users won't see this everytime?
