New layer command - a simple question....

    A probably stupid question from a newby but

    Please how do you create a new layer that is turned off in all the OTHERS
    layouts
    by "turned off" I mean that the "current VP freeze" flag is not lit in ALL
    those other layouts,
    hence the new layer will not be dispalyed in those other layouts
    until I explicitly turn that flag on - i.e. until it has the yellow star
    illuminated.
