New drawing does not work? Help!!

    When I select File;new the new file dialog box does not open.
    So I cannot "start from scratch"
    How do I turn this option back on?

    Assuming AC 2002, go to tools, options, system, startup. Set it there. I
    have no idea how tto get there from the command line.
