Name limitation on printer support path?

    I have placed a set of pc3 and ctb files on our server so that we can share the files. I have one xp workstation w/ 2002 running and one W98 station also with 2002. The xp station can access the files and edit them, but the W98 station gives me an access denied message from pc3exe.exe. This is not a permissions issue but seems to be related to the length of the path where these files are located. When I create pc3 files under a shorter path (8characters) it works. Is the pc3exe.exe an old dos implementation?
