Mouse hot spots

We have a set of drawings split up into sectors, with match lines. Each
layout includes a block showing the sectors superimposed on a sketch
plan, with sheet numbers.

I'd like to know if it is possible to embed commands within the block
which would activate when clicked and automatically switch to the
appropriate layout. Just like urls, without any overt command by the
user except to click on the "x."

Programming might work, but there's no hotspot-like
functionality that can trigger an action using just
a mouse click.
