Modify Network image -- Permissions?

    I am attempting to modify the Acad2004 Network deployment Image; I am running windows 2000 and I have all permissions turned On except Full Control. Do I need the Full Control permission to modify the image?

    I have already tried to modify the image but have been unsuccessful.
