Mapping Design File

    I am looking for a mapping DGN design file that would allow me to input
    latitudes and longitudes.

    This is for a volunteer fire department map book. As such, cost is an issue.

    Is there any source of design files for downloading? I am looking for a
    section of Delaware County, Pennsylvania.
