loading xrefs that are in-use

I am in a multiple computer, networked office with some stations at r14 and some at 2002. We use xrefs a lot and where my question come in is this:

At one computer (r14), I can open a parent file with an xref in it OK. With another session, I can open the child xref without being prompted to open it in read-only mode. I have checked and the global variable for this is xloadctl which is set to 3.

I have another computer with 2002 and another at r14. Neither one of these machines will open the xref without being prompted to open it read only.

I have already gone through and checked the xloadctl, demandload, and indextctl variables. They are identical on all machines. It is my understanding that setting demandload and xloadctl to 3 will fix this but it doesn't. I can't seem to locate any other variables which I can compare to fix this office-wide complaint.

    lil' help here!
