Is there a way to add a mouse-over message to a dialog box inside of OttoCad
so that when a mouse-over on an item, within a dialog box, it would produce
a
descriptive message of that item?

 

Yes, but only if you're creating your own dialog boxes. The program is a
great program called objectDCL. It can be found at www.objectdcl.com it's
cost is a one-time fee for the build program and then you can distribute
your code using it without charge.

Not familiar with 'OttoCad', but if you mean AutoCAD, then answer is 'no', not directly with common .dcl, use objectDCL for those.
