linetype with certain scale but with symbol moved to center

    When I try to draw a short line representing an electric line at a
    certain scale, I can not see the E that is supposed to appear in the
    line. I know that I can scale it down and see the E's but I want the E
    at certain size. If I expand the line, then I can see the E. How do I
    make the E be in the middle of my line, no matter how long the line is?
