License servers borrowing from each other

We have a remote office connected to the main office through a
    reasonably stable VPN connection.

I plan on setting up a Win 2K server in each office as a license
server and was wondering if it was possible for one license server to
borrow or transfer licenses from the other license server as staff
moves from one office to the other?

I know I can set up a distributed server system so that when the
remote office needs more licenses, the workstations will pull from the
main office. However, I don't want to rely on the VPN connection to
maintain the "heartbeat" between workstation and server. I would like
to be able to transfer (or borrow) a few licenses from the main
office, have them put on the remote license server for use and have
them returned when the staff comes back to the main office.

Is this possible? Or is there a better way to do this?

    Thanks for any input,

A workaround would be for an individual to use the License Borrowing Utility
to check out a license from the main office server, and return it when he or
she is done with it. This isn't quite what you want, since the license
would be dedicated only to that user during the borrowing period, but I
believe a license can be returned the same day it's checked out.
