License Borrow Help!

    When trying to borrow a license in ACAD 2004, I get a message that no licenses are available for borrow and and error code: Error [1202.5.-67]. I've got 20 licenses and a LOWWATER_BORROW=15 statement in opt file so I should have 5 available. I'm able to get a license normally with this machine. Any help is greatly appreciated.
