level name parsing

    DGN gurus,

    I'm writing a C program to analyze DGN files and I have difficulty to
    obtain the level names. Due to my experiement, these character strings
    seem to be located in some application elements of type 66 and level
    25. Is it correct? Does anybody know the exact location?
