Layering when all Objects have z=0

I have a drawing which contains a title block, and an inserted raster image. The raster is currently larger than the block (it has some extra white space around the edges), but the block appears on top of the raster so no problems.

However, if I remove the raster and re-add, it now appears on top of the block.

Both the block and the raster have z=0

How can I determine the 'layering' of objects which are all on the same z-position?

I only use LT but I do this. I right click on the raster image move down to draw order and 'Send to back'

Is there some way through VBA to determine this 'inner' layering though?

Version 2005 has a SortEntsTable Object that can be accessed for this.
Previous releases can manipulate the SortEntsTable dictionary that is
attached to the *Modelspace and *Paperspace blocks....but it's not easy. I
believe that using SendCommand in conjunction with the objects handles would
    be easier........
