layer not deletable also if if empty

    In Which mode i can set a layer not deletable also if the layer contain
    nothing?

    You can't, it has to be referenced by something. Try making a block on that
    layer but not inserting the block. Then the block references the layer. It
    won't be able to be deleted unless someone purges the unused block. If you
    name the block "LayerLock", then you can remember what it was for. You could
    also add a point, line, or some text, far off to the side, out of view.
