I just uploaded a program that I have been working on to create layers. I anyone is interested please feel free to try it and let me know how it works. The .lyr files it uses are totally customizable as long as the formatting remains the same, so you can modify the colors and weight and description, and even add your .lyr file with your own standards. Just added a fix for Descriptions in the Customer Files NG. Wouldn't add descriptions unless an existing layer already had a description.
