Assuming you have installed legitimate software, a few possibilities
regarding hardware lock and nework license not funtioning are:
You have a network version of AutoCAD with a certain number of "seats", when
these are all being used, anyone else trying to start up AutoCAD gets that
    message.
When your version utilizes a hardware lock (dongle), you run into problems
if the lock code, software serial number & authorization code do not match.
If a hardware lock is required and you do not have same installed then
    AutoCAD will not run.

Any time you are installing legit software you should disable your virus
softwares real time monitoring. Sometimes it stops installation of VBA
    components.

do I get a License to work with this program. The cds are original How can I
see if all seats are taken?
