Install folder question

    So I created a deployment, in which I specifically removed the references to
    'Documents & Settings' folders, hoping to get an install like the old
    version, custom stuff on the network, uncustom stuff in Program Files. It
    seems that what has happened is that the Documents & Settings stuff is not
    getting installed, as intended, but none of the menus and such are
    installing in the Program Files folder. I guess XP compliance means 'If
    there is the technical possibility of editing a file, it must be installed
    in Documents and Settings folder, even if you would fire someone for editing
    it'. Am I right, and there is simply no way to get this stuff out of
    Documents and Settings? Argh!

    Any suggestions?
