Is there a way to plot .PLT files in-house instead of having to take them to a reprographic company for plotting???

    Thanx

There are a number of free solutions that copy the file with a non-DOS
interface to the printer port. (As you probably have already found out.)

If you need the ability to re-scale your .plt files (HPGL/2 format), or use
other file formats (i.e. .tif, .dwf, .pdf) and batch them, take a look at
    RePlot (http://cadfx.com/replot)

It comes with a viewer and easily allows you to batch print these various
file formats to any Windows system printer at virtually any scale.
