is it possible to import only the viewport from another drawing and not the
    entire layout?

Yes. But that's all you will have: a viewport. What it is viewing will
be the corresponding area on the new drawing model space. If you are
looking to bring in the original picture and have it dynamically update
as changes are made to the original drawing you probably need to xref.
You can bring in a static picture of the contents of the viewport by
using express tools change space and then copying the results over.
Watch out, change space is destructive; it removes the items from the
original model space. There used to be a great program called Sp2sp
which copied or moved in either direction. Gone away now and I wish
    someone would redo it.
