The only way to do it totally without acad, is to use the libraries from
    www.OpenDwg.org.

  2. The autodesk solution is to get licence ObjectDBX then your app can access
the drawing directly without the need for Autocad

Is there a way to import a PageSetup to a drawing without using AutoCad?
AutoCad is installed on the system, but it may or may not be available for
    use due to Network Licensing.

Yes, you can, but I didn't suggest that because its prohibitively expensive
    for in-house development.

If you have Acad 2004, the batch drawing converter can import pagesetups
without Acad running. There is a chance that it won't run if the license
    isn't there. I'm assuming it won't run without A2K4 installed but don't
know for sure - It might be worth trying.
