How to read if layer is off in active viewport

    I need to go through the layer collection and find out what layers have
    been turned off in the acitive viewport. Then create a viewport and make
    sure
    the same layers are turned off in the new active viewport I just created.
    I have successfully created the viewport but can not seem to get the layers
    to stay the same. Any Ideas??

    If I confused you let me know I may be able explain more.
