how to export a DGN in STEP format in batch?

    Hello,
    I am using MS/J and I have to convert complexes dgn files (with Bsplines
    surfaces) to another CAD software.
    IGES works very bad and I took a look in STEP format.
    But the Export STEp command can be used only in inteactive session and
    element by element (no fence mode).
    Is there a way to use it for the entire design file and in batch mode?
