Is it possible in autocad to put a layer on top of another so that the
lower layer objects are hidden on overlapping areas. Sort of like the
way layers work in Adobe Photoshop.

  2. In acad the layering does *not* correspond to a "Z" or vertical dimension as
    in other apps.
Entities are rendered according to draw order, (oldest on the bottom).
There are a set of commands to change an object's position in the draworder
that came out in r14 (?),
but deleting an object and then OOPSing it back will bring it to the top of
the pile. This can be a help
    or a curse depending.... ; )
