generic part locked

What causes a generic part to be locked up? I can't alter dims and I can't
insert additional parts.

Has a Read Only attribute been set on the features? You should get a message when attempted or Info -> Feature will tell you.

 

Like an idiot I didn't have the part checked out of Windchill/projectlink
