"F" keys into osnaps

i have a routine i put into my .mns file on 2004 to make my F keys into osnaps...ie: F1=end F3=per and so on it looks like this:

["F1"]END
["F3"]PER
["F4"]NEA
["F5"]INT
["F6"]CEN
["F7"]MID
["F11"]INS
["F12"]QUA

i put it in before helpstrings and this works great, however i have someone wanting this on a machine with 2000 and i put it in the same location and can't get it to work.

any ideas where it needs to go instead?
