dimension sizes

    Where the option to allow a dimension value to shrink in size as you
    zoom in (when editing a sketch) instead of staying the same size and
    appearing a lot bigger than the model when zoomed?

    "Always display text at the same size."

    It's a document property that you should save in your templates, if so
    desired. You can also access it from Document Properties/Annotations
    Display.
